In response to the One Health India Conference call for action, APAR was founded in 2020 by a group of international experts from globally recognized human and veterinary health organizations; representatives from the United Nations; donor organizations; industry associations; non-governmental organizations; biological safety and security organizations; scientific research institutions and academia, as well as foreign affairs and diplomacy experts. In its true sense “APAR (अपार in Sanskrit)” means “limitless/without boundary”. Thus, APAR was envisioned to fill a critical gap in global pandemic preparedness, by facilitating a truly open, boundaryless, South-South/North-South health security dialogue and collaboration, with the purpose of advancing pan-regional interdisciplinary and multisectoral pandemic preparedness and response capacities, while ensuring long-term regional stability and sustainability.
